Update file mid project in Studio 2019

I am trying to do a mid project amend using the new update file feature in Trados Studio 2019 to a file that is currently out with 16 translators. When I try and update the file in the original language option I get an error that tells me that I do not have permission to check out one or more of the selected files in their current phase. And although I have administrator privileges, I am unable to assign myself to phases on the original language.

When I try and update the file from within one of the language windows that we are translating to, it goes through the process but I get an error message that says that the bilingual reference file could not be located for all languages.

Any ideas as to how I resolve these errors?
Or am I misunderstanding how I complete this process?

    Could you please clarify a few things in order for us to look into the issue for you?

    When you say that it is out with 16 translators, does it mean that the files are currently checked out to them?

    What I would suggest is to try the following:
    - first please make sure that all files are checked back in,
    - then download the latest versions of all files,
    - after it click on the source file and perform the update,
    - and finally check all modified files back in.

    The error message you received ("The bilingual reference file could not be located for all languages") means that the target sdlxliff files are not available on your computer, they are not downloaded. However, they are needed to perform tasks on them.
    You can check it in the 'Local state' column in the Files view, where the files are listed for the given languages.

    Please let me know if it solved the issue.

    Sorry, when I say out with 16 translators I mean that has been assigned to 16 translators.
    Some of these have already completed the project, some have it checked out and others are in the translation phase but have not yet started the document.

    I have tried the steps that you suggested.
    It has added the file locally. It is now showing up in Trados in a sub folder of the original project and has only been added locally?

    You are right, it adds the file in a separate folder. I did some testing in the meantime with multiple language projects, and now I can confirm that if you do the update by clicking on a target file, it will do the modification for every target language - so you do not have to do that 16 times, only once.
    I suggested the source update for the same reason, but now I see that the target file update should work for you better. Could you please try it this way?
    The newly added folder can be deleted in the meantime.

    But before that please check if the translation memory is updated with the already translated content, not to lose any translation. And it is essential for the update for another reason, since Studio pre-translates the updated file so your translators can continue where they finished.

    Let me know if it worked now better please.
