The only way I can reproduce this is if...

Even when i go to "Project Setting" > TM and Automated memory, all the field like "Add" "Crete" etc are greyed out? Could It be a problem with the package from the customer?

This is probably because you have the Starter edition which does not support this feature. You cannot add your own TMs to a project package, or have multiple TMs in a single project.
Coming back to the original problem... are you sure you have an active TM in your project?

Nope. You said above that you don't have an active TM. That would be why you can't add TUs.

Please show the screenshot for this. In another thread you said you were signing in using the top right corner... I think. This is just signing into your SDL Account and does not use an API key at all.
