Is the Flemish available in Trados Studio 2017 Professional? Or we should use default Dutch languages and combinations that Studio Offers.

I don't really understand your question. Flemish does appear on the PDF that you linked to. It is shown by its official name: Dutch (Belgium).

Hi Jiri, Flemish is not an official language but refers to any of the varieties of the Dutch language dialects spoken in Flanders. I suggest, therefore, that you use Dutch (Belgium). Best regards, Annemieke
