Is the Flemish available in Trados Studio 2017 Professional?
Or we should use default Dutch languages and combinations that Studio Offers.

What is wrong with using Dutch (Belgium) nl-BE?
I don't really understand your question. Flemish does appear on the PDF that you linked to. It is shown by its official name: Dutch (Belgium).

Flemish is not an official language but refers to any of the varieties of the Dutch language dialects spoken in Flanders. I suggest, therefore, that you use Dutch (Belgium).
