Not able to create a new publication ?

Question

Hi, 
 I was configuring few XML setting file in the SDL knowledge center 2016 SP1 version. 
 After making some metadata changes not I am not able to create a publication output inside the SDL. 
 I am getting an error message like below 
 
 I am not sure where to look into it. Is this particular error linked to any specific file.

To allow more disclosure than one would expect in this public forum, I would advise you to log a support issue where you can share 
. share the customer you are trying to upgrade, with potential history on customization 
. share the exact version from/to you upgraded, including DBUT logging 
. share a database dump 
. share configuration and customization files 
. the exact steps that let you to this situation 
. etc 
 
In general, the publication statusses and workflow are fixed for all fielded releases of the product. There is no possibility to customize these yet as too many components depend on it.

The easiest solution would be make a fresh install which would solve this problem.

The error 
"The object "Trisoft.InfoShare.Components.Settings.Status.PublicationOutputStatusConfiguration" contains invalid XML. The version '' differs with the expected version '1.0'." (<-- this allows others to find the potential fix :-)) 
 
I would advise to compare your xml file stored in the CMS with the ones in \20160815.CD.InfoShare.12.0.3215.1.Trisoft-DITA-OT\Websites\Author\EnterViaUI. The error comes from business code stating that your configuration (empty version) is not what the business code expects to allow proper behavior (version 1.0). So probably you skipped one more Administrator upgrade steps...

To allow others to find this thread, the error reads "You do not have sufficient rights to create objects of this type (initial states are not defined)" 
 
Assuming you are creating a PublicationOutput, did you alter the PublicationOutput workflow?
