How to change the user interface language for SDL Tridion Docs 13

Question

After install Content Manager, we can access this by web client, the default language for display UI is English, so how can I change this to Chinese language?

The Tridion Docs Content Manager Web Client interface is not translated. Many new views and components are prepared for localization, however we still have some pieces only available in English, and we feel that it doesn't make sense to show an unpredictable mix of languages.
