Trados 2022 does not start up anymore because of message Failed to add window command bar extension. I have tried earlier suggestions but folders etc. do not exist anymore or cannot be opened. Thank you

Please try a Trados reset as indicated on this article - Reset Trados Studio to its default state - RWS Customer Support, and let us know if works.
