Can you please add the Philippine languages Pangasinan and Iloko in Trados? Or can I do that personally?
First point to note is there is no way anything will happen to 2017... it's too old.
Second would be that the AI is a little optimistic there as adding languages is not a simple matter at all. So you cannot do this yourself.
Your best bet is probably to look at using Filipino (fil-PH) or Tagalog (tl-PH). I think Tagalog is probably the closest for you when creating projects. Trados Studio typically follows Microsoft's lead so if they are not supported by Microsoft we won't either.
