Have you tried using regular expressions?  So search for this (for example):

"([^"]+)"

Replace with this:

„$1“

Here's a short video to demo.  If it doesn't work like that for you then check that you are using the right kind of quotes (curly or straight) in the search... you might even have to add both if you have inconsistencies in your translation.  This also won't deal with the scenario where you have an opening quote in one segment and a closing in another... for those you'll need to handle them manually... unless you happened to have used paragraph segmentation for your project and then you should be ok:

This should take any quotes but the German ones:

(\s)(?:“|”|")(.+?)(?:"|”)

And will replace with German ones with this $1„$2“

thank you so much for your quick and helpful replies, after sorting out an off-screen issue with the Search/Replace window the replacement of the quotation marks went smoothly :-)
