Can you provide a screenshot showing the result of Quickplace?  For example:

1. the source number is recognised (blue underline)
2. when I press Ctrl+comma the "translated" number is shown for me to place

Note that the comma is there.

Also note that subsequent numbers are automatically handled correctly from the TM and auto-propagated:

I used English to Korean for this.  So if you can provide more helpful information like this showing what you did, what the result actually was and what language pair you're using then we can provide a more helpful response.

This doesn't seem to happen consistently as you're also showing 100% auto-propagated segments that have the comma as expected.

A CM match normally only gets this status if it is coming from your TM since it uses the value of the preceding target segment to determine whether it's a CM or a 100% match.  Since this value is only held in the TM I think you should find these segments in your TM and delete them.  Then I think it will work as expected.
