It looks from your screenshot as if he reset windows layout has not been used, or maybe it's been customised again, as the default termbases window is missing the term recognition pane.

It may also be worth closing the multiple files you have open in different tabs and see if this makes a difference when you open one file at a time, closing one before opening another.  Just to see if this affects what you see..
