Red & Blue Underline only appear on active segment. I want it to show on all the segments, what settings should i alter?
i've updated all of it and try using a new termbase

There is no such option.
In addition to what Jerzy said, which is correct, why do you want to do this? All it will tell you is that you have some terms that are recognised but you won't be able to tell what they are without clicking on the segments they are in since the term recognition viewer is never going to display the results for every term found in your project in one go.
Perhaps your end goal for wanting to do this could lead to an appropriate solution?

...I'm glad about that, I'd find it visually disturbing...
