have to change its status, that is the only way to achieve your goal.
have to use workaround, like this;
1. recored its status to comment for the special cases - Lock, SignOff status (I do not understand why do you have to keep status like this)
2. change above status to editable ones
3. export
4. edit 
5. import 
6. recover the "1" status again using the comment you have recoded
7. you are happy
steps 1, 2, 6 and 7 have to be done automatically not manually

that's the rules of the SDL game. I mean there is no way to achieve it. All Locked and SignOff segments are simply ignored (when you import).

I just tested "SDLXLIFFConvertor", looks like it works as you wanted.
I mean, it ignores Locked/SignOff status (not the contents) completely.
totally different from "Export for Bilingual Review" import behavior.

You have to test it comprehensively, I just QUICK tested.
