the bilingual review file is not meant for that. If the target segment was empty, nothing will be imported. It is possible to either fill empty segments with MT results or copy source to target, but be warned that the bilingual review functionality is not very stable and only meant for minor corrections, not for outside-of-Studio-translations.
If you want somebody to translate a document who does not use Studio, maybe exporting as Excel file is better, then do an alignment, then pre-translate or PerfectMatch your document using the alignment results? (I never tried this, but I think it will work.)
Wordfast Anywhere, a free online CAT tool, imports SDLXLIFF files, so I would assume it also returns them. How badly mangled they are afterwards I don't know, but this might be another route you could try.

of course there is a nice workaround.. the easiest one is..
before you make exported review file , do not make any target segment empty state, ah.. "Copy ALL Source to Target" should be the perfect command. if you want to empty it, empty it after export.
It worked, Acually he problem was with ^p. Had to remove all the extra enters pressed.
and also I used RTF download from Google DOcs as the reviewer worked in DOCx file on Google DOC platform.

Also I could not find how to export in an excel format? Right from SDL ? or from MS WORD?
