I am using Studio 2019 and cannot use shortcuts on some projects, but can on others (seems to be random). I have checked to make sure that all of the shortcut options are enabled and properly set. When I try to use the shortcuts (e.g. Ctl+F or Ctl+Z), nothing happens. I see that other users are asking about this exact problem, to no avail. It would be nice if SDL could offer a concrete solution. I cannot work like this. Thank you.
Are you using SR2? There was an issue before SR2 where some shortcuts would only work on the first file/project when several projects were open in the Editor. The issue was resolved in SR2, so if you're not yet on SR2 it would be a good idea to update.

I hope I'm not speaking too soon but that seems to have done it. I didn't realize that an update had been released. Thanks for your help. Hopefully this thread will be useful to anyone else still encountering this issue.
