I am not aware of any out-of-the-box shortcuts to achieve this, the only way to control that is through File > Options > Automation.
Maybe this could be achieved with an AutoHotKey script, posting this question in that group might be useful.

Otherwise changing the segment status to 'Translated' when first opening the file could help, as even if they are empty, 'Translated' segments will not get populated with match results automatically.

Just out of curiosity, would you need to do that for individual segments or for the whole document? I'm trying to understand the use case for this tl see what I would do.
