This project has two xliff files, one can be opened normally, the other one can not be opened, showing the error message "The detected target language does not match that expected by the project.".

Is this a project you created? Which version of Studio are you using?
By 'xliff' do you mean that the source files are xliff files or are you referring to the sdlxliffs Studio has converted them into?
