We lock repetitions for excessive work.
But we find that different upper case words are misread by trados as repetitions.
Is it designed so or is it a bug? Do I have an option to toggle this off?

This has struck me as well in the beginning. If in your TM settings, on the "Fields and Settings" page, the "Acronyms" option is ticked (default setting), then Studio recognizes all-uppercase words and replaces them with the correct one or considers them as repetitions (same behavior as, e.g. for numbers).
