If these segments were already CM segments then they are surely translated already... do they also have a confirmed translation status?  If not then they will not show up in your stats as translated whether they are locked or not.

When you deliver a return package the most important thing is that you complete the translations you've been asked for and not the stats that show.  So unless you made sure the status was all confirmed before you locked them you will never see 100% completed.

For example, the first two CM matches in this image will not count as they are set to be untranslated and draft:

If your client asked you to make sure it was showing as 100% then you need to set the status as translated first, then lock them.  Otherwise, simply make sure you translate everything you need to and send the package back... don't worry about the percentage translated.
