It has duplicated segment numbers, lots of them.
For instance, "1" and "2":
- it has its own "1" and "2" at the top location too, of course.
I just received it from an agent, it is not my document.

The file probably came from a TMS, or some other application that did this. Studio, GroupShare won't do this unless the files are merged, but then you'd see the orange tags seperating them. So the short answer is you probably can't replicate this unless you manipulate the SDLXLIFF.

yes, that should be the 2nd step to go.
one more thing that I was interested in it, was.. sort
currently SDL does not have sorting functionality for segments
If I could change order of it, it should be very good step toward it
