HTML code within HTML attribute - legal?

Question

I have an XML file with embedded HTML, and in the embedded HTML are links with attributes which themselves contain HTML code: 
 href="-/media/92abc48cad9d422b9dc9e319b1dee02b.ashx" title="Andr&eacute; Chung, &amp;lt;em&amp;gt;Cane Cutter&amp;lt;/em&amp;gt; , Havana, Cuba" 
 I read this, but it's not applicable because I can't parse this using the XML parser: https://community.sdl.com/product-groups/translationproductivity/f/studio/17129/recognising-html-code-in-xml-attributes/76778#76778 It has to be resolved in the embedded content processor. 
 So this is what I see in the editor: 
 
 What options do I have to handle this?

You could use the "SDL Data Protection" app for this as it is simple to tag up these elements in the sdlxliff after the project has been created. Or the "CleanUp Tasks" app... similar process but in my opinion it's easier in the "SDL Data Protection" app.
