Thank you for your research! I hope it inspires @SDL to keep developing their ICML file format! ICML (InCopy) is The Way to translate (or edit) text in indd files without going through the indd-idml conversion. This is how we handle more complex InDesign projects in our organization. CC2019 is currently an "unsupported version" (Studio 2019 SR1 CU3) and some tracking or kerning tags are not recognized, which can be a real hassle. On the whole, it is very workable though.
