I bought starter, they havent been able to install it. They have given me another 30 days trial version. I received a TMX TM file from a client. How can I import it?
You can "open" it directly, which will create and SDLTM and import the contents of the TMX file into it. These are the options that are available when opening a TM:
But I cant open/or drag the email TMX email attachment.
I download the plug in but I still can do anything with the attachment. Any suggestions?

Worth notinig that you will not be able to do this with Starter when you get it sorted. TM activities like this are disabled in Starter.
