Unfortunately you can not create an Autosuggest dictionary if you have less than 25 ,000 translation units .

However , please note that  if you have many Tm s  with the same language pair, you can import them all in a single TM , and then maybe you have the translation units required to create an Autosuggest dictionary.

Please also observe, that with the UpLift option you do not need any AutoSuggest dictionaries anymore. UpLift will deliver fragment matches and auto suggest these from a nearly empty TM... This function(UpLift) made the ASDs obsolete...
