Trados 2019, cut/copy/paste window not opening.

Question

When using Trados 2019, only with some documents, the cut/copy/paste window isn't opening. Why is this?

Could you please elaborate a bit what you mean by the cut/copy/paste window? Do you mean the Editor view, where you can translate and review the document?
