I have to deal with a 2016 Excel file containing comments (specific character limitation per cell in fact).
Is there a way for SDL Studio 2017 to deal with these comments AS REAL COMMENTS (not as translatable part, but as Studio comments).

Indeed there is an option for that - with the Bilingual Excel file type.
Set that as the first Excel file type in your Project Settings > File types list, and in the file type settings you can define which column contains comments:
And you can check how it would look like in the Preview field.
And only then add the file into Studio.
