Are Plugins for Trados 2019 usable on Trados 2017?

Question

Are Plugins for Trados 2019 usable on Trados 2017? 
 Should I upload my plugins for 2017, 2019 separately to app store? 
 
 I know plugins for 2017 is not usable on Trados 2019. 
 When I use a plugin for 2019 on 2017, 
 below error is shown.

Two of them are completely different things. Just have similar names.

No they are not. This article explains why:

So you will need separate versions for 2017 and 2019.

I noted you created a new app rather than just a new version. This is ok if you're happy having two separate app records to maintain, but it's much easier to just add the 2019 version as a new version to the same app. Then the user can select the one they want when they download. You did take this approach previously. 
 
So I have corrected them and set them up like this in one record, the original one so people with the link will still be able to find it: 
 
1.0.13 (2014) 
1.0.15 (2015 - 2017) 
1.0.15 (2019)
