My language pair is English<>Arabic, when export bilingual file for review, the target seems to be overlapped and sometimes Trados fails to export the file, the error says "The system can not find the file specified".

Is this with a specific file type only?
What happens when you take a problematic file- copy it (rename it) open it in Studio and then immediately close (Save Target As) without doing anything to the file?
Also, it really helps us to know which ve5rsion of Studio you are using.
