We have noticed that Studio 2019 (also with SP1 installed) does not show a 100% match after it is saved in the TM for the first time. Instead an old 80% match is displayed.
In the sample below (shows microscopic, but I do not seem to be able to change it) segment 622 is exactly same with segment 627, but the TM offers the 80% match instead of the 100% match which was saved with segments 622.

Blue pencil icon means the translation was inserted by pretranslation. Studio won't overwrite draft populated segments. Pretranslation inserts 80% fuzzy match first, before you confirm it as 100%. I do not know why it works this way but you can try: filter out all 'Drafts', clear draft segment 627 in your example and then confirm the first instance (segment 622 in your example) again even if you have already confirmed it. Check out what happens (I expect segment 627 to get populated with 100% match, provided that you have cleared it previously).
