It means that you selected TMs or machine translation engines for particular language pairs. (The screenshot is from the "All language pairs" view.) It's just a warning that whatever you define in this view might be overridden by more specific settings for specific language pairs.

But I obviously didn't select anything in the specific languange pair! The pairs are adopted from the All language pairs view. So I don't know where or what to look up or change to get rid of the message ...
