The Starter version is really designed for the part-time translator who maybe works for just one or two clients who will ask you to translate project packages (PPX) or relatively small single files.

If the client sends you a PPX package, this package should contain everything you need to complete the project and will contain the files(s)/TM(s)/TB(s)/dictionaries and links to external servers if required. There are NO limits to the size of the included resources in any PPX package. 

Worth noting however, you cannot add any of your own resources to such a package and cannot build your own assets or resources.

The alternative usage, would be the single file translation option- which as it says, allows you to translates 'single files'.

You are allowed to create/use ONE TM with maximal 5000 TU's on any given single file project. Although you can create as many TM's as you want (up to the max 5000TU size) you can only ever use one TM at a time. Also the Starter version does NOT allow you to use TermBase, connect to Machine translation providers such as Google or our very own Language Cloud. You wont be able to download or use any of the apps available on the SDL Appstore, as this requires at least a Freelance license version.

So in short-

If you are a part time translator with only maybe one or two clients who send PPX packages or the occasional small file for translation and you have no desire or need to build your own assets/resources then the Starter version is possibly a good choice.

If you are a full time professional translator (or intend to be) and work with multiple clients and require flexibility and access to a wide range of resources whilst building your own business and assets, then I would most definitely suggest the Freelance (Plus) version.

No it doesn't.  It says "unlimited".  But this refers to the TM provided.
