Question

Is it possible to translate a document from Google Docs just by entering the Link from Google Docs into SDL Trados Studio 2017, without uploading a file?

No this is not possible. 
You simply need to download the document (local copy) to your desktop and then upload this in to Studio for translation. 
Once you have finished with the translation, you can simply re-upload the document(s) to Google Docs.
