Stream is not a valid resource file error message

Question

Client has sent a ppx file and whenever I try to open it I get the above error message. Normally no issues from this client. I have rebooted my PC; repaired the latest service pack; got the client to send a new package - but nothing is working. Advice needed ASAP please otherwise I will lose the job! Thanks in advance.

Then it looks like the package might be indeed corrupted. 
Try to change the file extension to ZIP and open the ZIP file - if it will fail, then the file is corrupted. 
Additional info/investigation should IMO come from SDL, since only they know what exactly is causing this particular error message. You can of course contact SDL support any time too.
