UpLift is not the same as AutoSuggest.  Fragment matches can be placed into your translation through AutoSuggest (so one of many AutoSuggest sources) but only if you have a TM that is UpLift enabled.

This is the screen print. The button at the top is deactivated, so I can't select Uplift.
