Does anybody know what is causing this issue?

This case was caused by using Inline Patterns which captures everything in a file:

Operations· Orchestration|Orchestration|
In such the case last | should not be present as it includes all the content and can cause out of memory issues.

If this affects you - you can reset the patterns by renaming the file 

C:\Users\<CurrentUser>\AppData\Roaming\SDL\Passolo 2018\AddIn\PslInlinePatterns\settings.ini

or look into the patterns and make sure they created correctly.

Thank you for yoru input @Adrian Maniu  I renamed the file, but issue does not get resolved.  I'm afraid that I have more serious issue than just inline patterns because Passolo keeps crashing no matter what .lpu files I open, yet the same .lpu files can be opened by my colleagues.  Does anybody know how to clean-uninstall Passolo?  By "clean-uninstall," I mean uninstall everything, not just only executable file(s), but delete registry and everything.

Additionally you can also reset the registry but you need to be careful with that:

Backup the registry and then delete the key HKEY_CURRENT_USER\SOFTWARE\SDL\Passolo 2016
Backup the registry and then delete the key HKEY_CURRENT_USER\SOFTWARE\SDL\Passolo 2018

I would also recommend to make sure versions of Studio / Multiterm if you use are updated to the latest versions
