HELP! The license offline deactivation help isn't helping

One PC crashed, the other had to be restored. I’m working with Windows 11 Home, downloaded Studio 2024 SR1. I started to deactivate one Freelance Plus license, and I have the Deactivation Authorization. However, the Help for offline deactivation says 

Step 2:  Generate the Deactivation Certificate

  1. On the computer with the SDL application, display the Product Activation dialog box..

  2. In the Product Activation dialog box, click the Deactivate offline link. The Offline Deactivation page is displayed.

There is no Deactivate offline link, so I’m stuck!
