Transfer Passolo 2018 License to a new machine

Question

We would like to transfer Passolo 2018 to a new machine. 
 Unfortunately, trying to deactivate the license on the old machine or activating it on a new machine both result in an error message stating that the activation server is not available and/or returned a 403 error code:

Es konnte keine Verbindung zum Aktivierungsserver aufgebaut werden. &Uuml;berpr&uuml;fen Sie die Adresse des Aktivierungsservers in den Einstellungen dieses Providers. - Der Remoteserver hat einen Fehler zur&uuml;ckgegeben: (403) Unzul&auml;ssig. --------------------------- OK --------------------------- 
 To my knowledge, we don't have an active RWS support contract. 
 Is it still possible to get support for reenabling the existing license and transferring it to a new machine via offline activation?
