I'm afraid that the article you indicated is for a Subscription reset, which is NOT what you have, you own a Trados 2019 Freelance Plus license which is an older perpetual type of license.

Both activation fulfilments for Trados 2019 are In Use, as you can see in the screenshot below, which means you need to reset it:

Since you have two activation fulfilments, it means that you are going to need to select which of the two to reset when you get to the point of resetting it, meaning you'll see two fulfilments to reset when you get to this point:

After you reset one, it will appear as Available and you can activate the license on one computer, and if you need the other fulfilment, you can reset it as well after you activate the free one.

Another thing, if you have Windows 11 - please note that Trados 2019 was not tested on it and it might not work properly. The technical and engineering support for Trados 2019 stopped some years ago before Windows 11 was released. There is a workaround that helps and needs to be done before activating Trados, please see below:

In Windows search bar type "Device Manager" and open it and then go to: Network Adapters - Action - Add Legacy Hardware - Install the hardware that I manually select from a list - Network adapters - Choose a network adapter (Microsoft > Microsoft KM -Test).

Then use offline activation to activate Trados:
