I need to fix the height of specific row of the table. I tried to fix the height by using <setgut;...> macro but it is impacting the second row height as well.
Is there any way to fix the height of a specific row?
Please advise.

As is typical in XPP, there are a few ways you could achieve this. You could set the pre and post lead of the row (even by using non-tabular macros such as <?lp?>). When using <?setgut?>, this could be achieved by combining it with <?setrul?>. I'm also including a screenshot of the doc; take note of the second bullet under Row Gutter which should explain the "impacting the second row height as well" that you noted:
