Section Level vs Issue Level

Question

Everything I'm working with was set up years ago, so there are many mysteries that I'm discovering. 
 We have some publications that pub at a section level and some that pub at the issue level. Where is that controlled? Is there something in the style library that controls or affects it?

Thanks all, we've sorted it out. This is about pubbing as sections, for example chapters, as opposed to the entire publication at once. It's set in our service key file. Someone thought it was in the style library, but that was not the right place to look for it.
