1. Situation

For example, there is a translation into Vietnamese.

Some translator typed Vietnamese in NFD form.

"ỷ"　It looks like a single unicodecode. but This character consists of two Unicodes (U+0079 U+0309).

but other translator typed Vietnamese in NFC form. "ỷ" U+1EF7

2. Issues

Do not come up(search result) when searching Vietnamese.

Worldserver dese not auto-action (clean duplicate).

Because of these issue, I would like to use unicode normalization to unify character codes.

3. Request specific

Change from NFD to NFC.

The function support Normalizer2 API (in Java, C++, and C) in ICU 4.4.

This issue is a common issue for users dealing with multiple languages.
