Add the ability to move back and forth in a workflow without building loopback steps

We'd like to be able to move tasks in a workflow even if there is no loopback prebuilt with ever workflow step.

Luis Lopes You shouldn't have to prebuild all possible loop backs to be able to move something back to previous step or even forward if necessary. An admin or someone with appropriate permissions should…
