Reassess who email notifications are sent to and expand granular control

We would like to see much more granular and logical control for who various notifications are sent to, as we often receive confused responses from translators not even assigned to a particular phase informing them of deadlines that are approaching/overdue but do not apply to them (they have no action pending).
