How to activate "Apply automated translation"?

 Hello.

Please tell me how to activate the option "Apply automated translation" in Pre-translate Files settings

and why inactivated now.

    Thank you for your suggestion.
    But I can't dialog on a phone in English because of lack of my English ability.

    Now I notice that the option is activated
    when I set return value "TranslationMethod.MachineTranslation"
    on a TranslationMethod method
    in a TranslationProvider class
    in the plugin I'm creating.

    But I don't know whether my corresponding is right or not.
    My plugin retrieves translation from machine translation and TM.

    Which value should I select for the TranslationMethod method?
